Scope of Work/Approach

The Tax Consultant will be responsible for reviewing and validating tax schedules, identifying discrepancies and their causes, and preparing reconciliation statements. They will engage with FIRS and various State Internal Revenue Services to confirm liabilities, resolve disputes, seek waivers or reductions on penalties and interest, and offset overpayments where allowed. The role also includes supporting the company during tax queries, audits, and reviews, as well as providing advisory services to strengthen payroll tax compliance, documentation, and internal controls in line with Nigerian tax regulations.

Scope of work

The primary objective of this assignment is to appoint an IT organization that will be responsible for:
1. Platform Operations - Inherit hosting and maintain stability of the existing centrally managed
development, test, and demo environments and related infrastructure.
2. Discovery and Knowledge Continuity - Obtain deep understanding of the existing system and
establish processes for continuous enhancement based on user needs.
3. Platform Reliability - Ensure availability of the development and demo environments through an
appropriate SLA and contribute to the performance and reliability of the local system instances
through responsive technical support to the local hosts providers in matters of patches, bug fixes,
infrastructure enhancements, and compliance updates.
4. Communications and Coordination - Work collaboratively with multiple stakeholders, including GAIN
project team, Strategic and Technical Advisory Committee, in-country system hosts, subject-matter
experts, etc. Maintain an exceptional change management, deployment, versioning, and
documentation process.
5. Continuous Feature Development - Enhance the DFQT+ system with new features that expand food
vehicle coverage, improve user experience, and support evolving customer requirements—while
maintaining platform stability and backward compatibility.

GAIN is seeking a qualified consultant or organization to develop a compendium of indicators for monitoring food systems transformation in Benin and to facilitate a workshop to gather Benin stakeholder feedback on priority indicators for decision-makers. 

The workshop will support the contextualization of the global FSCI monitoring framework by identifying a core set of nationally relevant indicators. This work will contribute to the development of a subnational Benin Food Systems Dashboard aligned with the Benin FSCI framework and support the establishment of a national indicator framework to track food systems transformation and inform policy decisions.

To customize and implement the national 3FS IFAD tool at county level through participatory stakeholder engagement, capacity building, and validation processes. It is expected that the service provider will work in close collaboration with GAIN to ensure
successful achievement of the objective.
 

Tasks:
1. Customize the National 3FS IFAD tool to county level.
2. Engage stakeholders in a workshop in a comprehensive review of the existing 3FS tool
functionalities and data components and customize it in relation to county-level food system
financing and analysis needs.

GAIN seeks the services of a creative agency to lead the development of an overarching creative campaign aimed at improving dietary behaviours and consumption of eggs, fruit and high-iron beans among women and young children in Rwanda's western province. The creative campaign will be implemented with the aim to improve dietary diversity by influencing both consumption and behaviours through two main approaches. An SBCC-driven campaign focuses on improving maternal, infant and young child feeding practices—particularly egg consumption—by engaging parents of children under two through ECD and health centres. In parallel, demand-driven campaigns aim to increase consumer acceptance of hybrid eggs at household level and through commercial markets.

Background

Nutrition is a national priority in Rwanda’s development agenda. Our Combatting Malnutrition through Sustainable Food Systems (CMRFS) program supports this by strengthening supply chains for nutritious foods like beans. The purpose of this RFP is to engage the services of a qualified organisation in Rwanda to implement a market-based system that increases high iron bean (HIB) production by smallholder farmers and farmer cooperatives in Western Province. This includes, but is not limited to, increasing the acceptability/uptake of improved HIB seeds obtained by farmers through the formal seed system, and strengthening the formal seed system supply chain to ensure consistent farmers’ access to these improved seeds.
The opportunity for this partnership will
•Work with 50 farmer cooperatives to increase adoption of HIB seeds and see the ROI from increased yields
•Establish and strengthen local multiplication of HIB seeds
•Improve last-mile availability of HIB seed varieties.
•Build farmer capacity on best farming practices for HIB seed varieties to improve yields
•Ultimately increase the supply and affordability of HIB seeds within Western Province.

Deliverables

The consultant shall complete the FSPC diagnostic tool in Rwanda by providing the following specific services:

  • Identify the relevant stakeholders, government and other, that need to be engaged in the process and
    organise an initial kick-off call or workshop to explain the work to them and obtain their participation.
  • Identify all documents that need to be reviewed to complete the FSPC diagnostic tool in Rwanda.
  • Obtain copies of these and translate them as needed.
  • Review the documents to obtain the needed information.
  • Identify the relevant key informants that will need to be interviewed to complete the FSPC diagnostic
    tool in Rwanda. Schedule interviews with all identified parties and conduct these interviews, taking notes or creating recordings and transcripts to document them.
  • Use this information to respond to all questions in the FSPC diagnostic tool, documenting the sources and reasons behind each answer.
  • Provide GAIN with a report on the process of applying the tool and the results.
  • Respond to any GAIN feedback on the report and the results of applying the tool and revise accordingly.
  • Organise and facilitate a validation workshop – prepare workshop documentation, provide technical support, serve as pen-holder and consolidate and revise outputs – among key stakeholders, validating the results of the tool application.
  • Provide a final report, including the outcomes of the validation workshop.
